Candidates should however be aware that, as a framework agreement, as defined under regulation 33 of the Public Contracts Regulations 2015 (as amended), the participating bodies to this framework are not obliged to procure advertising campaign services exclusively from this framework agreement.

All service providers listed on all the framework agreement must be invited to tender for subsequent campaign requirements as secondary competitions.  In accordance with NI public procurement policy, secondary competitions will be managed by a recognised Centre of Procurement Expertise or authorised government procurement unit.
