Guidance on the Dynamic Shortlisting System (DSS)

Information about the Dynamic Shortlisting System (DSS) including common questions and answers, is provided below. 


Construction & Procurement Delivery (CPD) has been working closely with CIFNI members through a Works Sub-Group to find ways to simplify the process for contractors wishing to tender for CPD contracts. 

One of the outcomes is the introduction of the Dynamic Shortlisting System (DSS), which will initially be piloted for a 12-month period, during which time its operation will be monitored and reported on by CIFNI, in order to inform and revise the approach over the longer term.

During the 12-month pilot period, only CPD will be using the DSS; not other construction Centres of Procurement Expertise in Northern Ireland. 

The DSS is broadly based on the CPD-Health Projects 'Register of Contractors' which has been successfully used for an extended period of time.
