PGN 02/18 - Design Quality in Government Construction Procurements

The purpose of this Procurement Guidance Note (PGN) is to explain how public procurement plays an important role in delivering excellent design quality in government infrastructure projects. As good design can reduce costs and deliver social and environmental benefits, it facilitates the key objective of public procurement, which is the achievement of Best Value for Money. 

The guidance ensures Departments continue to place emphasis on good design in their infrastructure projects. It identifies measures that should be applied through public procurement to maximise the benefits and outcomes good design brings. 

In applying these measures, the guidance recognises the importance of a proportionate approach, which appropriately balances the cost of procurement to both Government and industry.
