PGN 03/15: Building Information Modelling (BIM)

The purpose of this Procurement Guidance Note (PGN 03/15) is to introduce BIM to departments and to explain why government is adopting it in the delivery of appropriate infrastructure projects. In addition, the guidance seeks to inform the construction Centres of Procurement Expertise (CoPEs) and construction suppliers as to how BIM should be applied during the procurement, delivery and operation of these projects.


Also included on this page is an Employer's Information Requirements (EIR) template. An EIR is a specification for the information relating to the Employer’s Technical, Management and Commercial requirements on projects that are to be delivered to BIM Level 2.

The EIR template may be downloaded by CoPE CA/PM and edited to define project specifics. A completed EIR shall be included in the tender documentation for both construction professional services and works contracts.
