About Public Sector Reform Division

The division is made up of three branches - Business Consultancy Services, Innovation Labs, Economic Advisory and Governance Unit, together driving dynamic improvements to how public services are created and delivered including supporting reform.

The team brings together expertise in innovation, economic review and appraisal, programme and project management and business consultancy, utilising experience from both within and outside the wider public sector.

PSRD has three core areas of business

PSRDs work is carried out across three areas; strategic, operational and engagement which are all interconnected. 

Reform Toolkit

PSRD has developed a reform toolkit to support public sector reform. This contains an overview of some of the methodologies which are used by PSRD to facilitate reform.

Strategic

Supporting a number of key strategic interventions aimed at shaping the future delivery of public services in Northern Ireland. These include:

  • the Cross Cutting Reform Programme, involves progressing over 30 cross cutting projects aimed at improving service delivery
  • the Change Fund, which is being used to drive forward reform initiatives and provide upfront investment to stimulate, improve outcomes for citizens and generate savings
  • the Transformation Fund is used to support – voluntary exit schemes – across the public sector
  • the OECD Review was commissioned to better understand how public services in NI compare with best practice worldwide. It is being used to inform the new Programme for Government

Operational

New and existing cross-cutting reform tools to assist those leading reform activities and to help improve operational service delivery within the NICS and wider public sector.

Engagement

Engagement is an enabler to the process of co-design for public services. It helps to develop the type of services that the public want and value and informs the development and approach to public sector reform initiatives.
