New Legal Services Oversight Commissioner appointed

Finance Minister John O’Dowd, following consultation with the Lady Chief Justice, has appointed Dr Deborah Magill to the position of Legal Services Oversight Commissioner.
Dr Magill has been appointed for a period of three years with effect from today, 1 October 2026.

- The Legal Services Oversight Commissioner is a public appointment, established by the Legal Complaints and Regulation Act (NI) 2016 (the ‘Act’). The Act introduced new provisions to move away from a system where legal professionals handle their own complaints process, to one where lay people lead the process. The Act’s provisions mean the Commissioner is an independent officer responsible for making provisions regarding complaints against members of the legal profession. Although the Commissioner will not be directly involved in assessing complaints, they have an important role in overseeing the new system and monitoring the effectiveness of the supporting structures.
- The role attracts an annual remuneration of £44,134.
- Dr Magill holds a First-Class Honours Degree in Law & Accountancy, and a PhD in Law. She takes up the role of Commissioner following a career as a Senior Civil Servant. Her public sector roles have spanned a number of departments, including the Cabinet Office and the Northern Ireland Office. She has worked on policy, strategy, governance and international engagement. Alongside this she has undertaken voluntary roles including as the independent member of the Readers’ Panel for the Office of Parliamentary Counsel, and she served for nine years as an Independent Member of the Lord Chancellor’s Advisory Committee for the Appointment of Magistrates.
- Dr Magill does not hold any other Ministerial public appointments. This appointment to the Commissioner position was made in accordance with the Commissioner for Public Appointments Code of Practice and made by the Minister for Finance in consultation with the Lady Chief Justice, as per section 1(3) of the Act.
- All appointments are made on merit, and political activity plays no part in the selection process, however, the Commissioner for Public Appointments requires the political activity of appointees to be published. Dr Magill has declared she had not engaged in any political activity in the last five years.
