O’Dowd announces new members to Public Sector Transformation Board

Finance Minister John O’Dowd has announced the appointment of two new members to the Public Sector Transformation Board.

The expansion of the Board comes following agreement with the Secretary of State on the Terms of Reference for the Transformation Board and the launch of a second call for projects.
Commenting on the appointment of Gareth Hetherington and Professor Helen McCarthy Minister O’Dowd said “Since the establishment of the Board significant progress has been made and in March of this year I announced the first tranche of successful projects in the Assembly, allocating over £129m in funding.
“As work progresses it is vital we ensure there is a diverse range of expertise to best utilise the remaining £102 million in transformation funding. I am therefore pleased to announce the appointment of Gareth Hetherington and Professor Helen McCarthy to the Board. Their skills and expertise complement the existing Board and will enable us to continue to deliver positive transformation to the way we deliver our public services and change people’s lives for the better.”
The Minister added: “The finalisation of the Terms of Reference for the Public Sector Transformation Board allows us to now place the Board on a firmer footing and continue the Executive’s vital work on transformation, to ensure our public services adapt and evolve to meet the new and changing needs of communities.”

- Biography
Gareth Hetherington – Director of Ulster University Economic Policy Centre – Gareth has worked on a wide range of financial, economic, public policy, organisational change and strategy development projects across both the public sector and private sector.
Professor Helen McCarthy – Chief Scientific Officer, TEO – Helen also holds the Chair of Nanomedicine in the School of Pharmacy at Queen’s University Belfast and is the Associate Pro-Vice-Chancellor for Academic Business Development. Between 2020 and 2023, she also held a Professorship in Dublin City University’s School of Chemical Sciences
