DoH Health Estates (HE)/Construction Procurement and Delivery (CPD) Dynamic Shortlisting Shortlisting System (DSS)
Health Estates maintains a Dynamic Shortlisting System for building, civil engineering, mechanical and electrical services.
What is the purpose of the Dynamic Shortlisting System
The Dynamic Shortlisting System is used to procure projects between the value of £30,000 and the EU procurement threshold for works.
The purpose of the system is to pre-qualify contractors to work within the wide range of facility types that exist within the public sector including those of a highly specialist nature.
For example: acute hospitals, operating theatres, laboratories, intensive care, high dependency units, prisons, laboratories and other complex multi occupancy facilities.
Health Estates/Construction & Procurement Delivery (CPD) construction divisions have a duty of care to ensure that contractors working in these sectors have the necessary experience.
How to apply for the Dynamic Shortlisting System
Contractors wishing to apply for inclusion on the Dynamic Shortlisting System should email: dynamicshortlisting@health-ni.gov.uk
How to apply to upgrade your current Dynamic Shortlisting System passport
Contractors wishing to upgrade their existing work categories, facility type or value band may do so at anytime during their passport validity period. Change requests should be emailed to: dynamicshortlisting@health-ni.gov.uk

Contractors accepted onto the Dynamic Shortlisting System are listed against various categories.
Dynamic Shortlisting System Performance Management Report
A Performance Management Report must be completed by Clients for every project undertaken and returned to HE/CPD within three months of project completion.
Dynamic Shortlisting System Poor Performance Sanctions
In the event that it is deemed that a Contractor has not completed a contract satisfactorily or becomes insolvent, the following sanctions will be applied:

Contract not deemed by Client to have been completed satisfactorily. | A Notice of Written Warning will be issued and Contractor will be suspended from DSS for a period of 6 months. At the end of suspension Contractor will be reinstated with Facility Category A regardless of Facility Category held at point of suspension. |
Contractor becomes insolvent (this includes a Contractor in administration). | On receipt of notification of insolvency, or if CPD through its own enquiries becomes aware of the insolvency of a Contractor, that Contractor will be automatically and immediately removed from the DSS. Further information in relation to insolvency can be found in within the Construction Toolkit. |
Given that each contract will be managed in accordance with the Construction Toolkit with regular meetings between Client Representatives and Contractors, it is assumed that ample opportunity will have been given to allow the Contractor to improve their performance prior to contract completion.
Any pro-forma indicating that a contract has not been completed satisfactorily will be subject to review by the HE/CPD Construction Divisions Senior Management Team prior to the Notice of Written Warning being issued and the period of suspension commencing.
Are there any other construction works which do not require listing on the Dynamic Shortlisting System?
Contractors carrying out certain specialist works listed below on projects do not have to be listed on the Dynamic Shortlisting System (but must be registered with Constructionline and eTendersNI).
These works will be advertised on the eTendersNI portal and the relevant public sector body will be responsible for selecting those contractors invited to tender.
