Public Procurement Policy Statement
This Public Procurement Policy Statement outlines the Executive’s Procurement Policy and Strategy to ensure public procurement is delivered efficiently and leveraged to support people, planet and prosperity in line with the Programme for Government.
The Policy Statement defines ‘Procurement’ in its broadest sense which includes the commissioning, tendering and contract management phases. It also defines Best Value for Money as the most advantageous combination of cost, quality and Social Value to achieve the required outcome.
The Executive has also agreed interim governance arrangements to ensure the effective development of new procurement policies or amendments to existing policies.
The Public Procurement Policy Statement and interim governance arrangements replaces the 2002 Public Procurement Policy Document which has now been archived. Please contact procure.policy@finance-ni.gov.uk if you wish to receive a copy of the 2002 Policy Document.
