Public procurement legislation applies primarily to contracting authorities in the public sector and certain utilities when they are purchasing goods, services or works above relevant thresholds.
This includes government departments and their agencies, non-departmental public bodies, hospitals and health sector purchasers, housing associations, education boards and institutions, various non-government organisations and district councils.
