Fiscal Policy Division (FPD)
Aidan McMahon is the Director of Fiscal Policy Division (FPD).
Overview
Fiscal Policy Division is responsible for developing policy to support the Finance Minister and Executive in negotiating a final fiscal framework for Northern Ireland. FPD will also lead in supporting the Finance Minister during negotiations, engaging with UKG officials as necessary and providing the evidence necessary to get the best possible long-term funding arrangement for Northern Ireland.
The pathway to a final framework will include developing proposals for, Northern Ireland’s level of need, funding arrangements, fiscal devolution, budget management tools and the potential devolution of the Crown Estate. FPD will draw on expertise from across the department, other departments and external advisors to formulate a recommended negotiation position for the Minister on each pillar of the final fiscal framework.
FPD will also support other divisions within DoF and other departments on the broader reform agenda, specifically relating to Transformation, Budget Sustainability and Budget Management Tools not related to fiscal devolution.
FPD is also currently working to co-ordinate, lead and engage on the planning and development of an approach to public service transformation.
