Overview
Fiscal Policy Division (FPD) is responsible for developing analysis, research and policy on fiscal matters of relevance to the Department of Finance. The Division was established in June 2024.
FPD advise and support the Finance Minister and wider NI Executive on the implementation of the Interim Fiscal Framework, signed by the then Finance Minister on behalf of the Executive, and agreed with the UK Government in May 2024. The Division also lead on the negotiation of a wider Fiscal Framework for Northern Ireland. Further information on the Interim Fiscal Framework can be found at the following link:
FPD support the Finance Minister in discussions with the UK Government to secure a stable and effective long-term funding arrangement for Northern Ireland. This includes research and analysis to build the evidence base on Northern Ireland’s level of relative funding need and how that is implemented, as well as engagement with HM Treasury to reach agreement on a relative funding per head methodology for Northern Ireland.
FPD also support the Finance Minister and wider Executive in relation to the potential devolution of additional fiscal powers.
FPD is also leading the development and implementation of the £235 million Transformation Fund, to act as a catalyst for the wider transformation of public service delivery in Northern Ireland.
